科学は、洪水ならば洪水全体の問題を取り上げ、それに対して、どういう対策を立てるべきかということには大いに役に立つ。すなわち多数の例について全般的に見る場合には、科学は非常に強力なものである。しかし全体の中の個の問題、あるいは予期されないことがただ一度起きたというような場合には、案外役に立たない。しかしそれは仕方のないのであって、科学というものは、本来そういう性質の学問なのである。(中谷宇吉郎『科学の方法』岩波書店による)

When it comes to addressing an issue as a whole—such as a flood—and formulating appropriate countermeasures, science is extremely useful. In other words, when looking at things broadly across a large number of cases, science is a powerful tool. However, it is unexpectedly unhelpful when dealing with individual problems within the whole, or when an unexpected event occurs just once.
