この〔日本〕という小さな島国を一升※1マス※2にたとえてみようか。それは実に、一升しか入らぬ小さな国土なのである。戦後、その小さなマスへ、①一斗※3も二斗もある宏大な国に生まれた機械文明を取り入れてしまい、国土も国民の生活も、②これに巻き込まれて※4、どうしようもなくなってしまったのだ。経済成長を目ざした日本は、一升のマスへ二斗も三斗も入るという過信※5を抱き、むりやりに、それを押し込んでしまった。人間が歩むべき道を車輛が犯し、その車輛を収納する車庫を持たぬ人たちが、多量に自動車を乗りまわすことになった。人をひき殺して、賠償金が払えぬ若者の母と祖母が沼に身を投げて、殺された人の遺族にわびたというはなしもある。これは一例にすぎない。すぎないが、しかし、このはなしは、現代日本の、「万事を、ものがたっている……」のである。やむを得ず、経済成長に踏み切らなくてはならないのなら、どこまでも、③一升マスには一升しか入らぬということを、しっかり頭に入れておくべきだったのだ。それならば、法律を武器にして、国民生活の崩壊を、かなり喰いとめることができただろう。経済成長よりも先に、国民を守る法律を決めなくてはいけなかった。順序が狂っているのだ。④a 戦前の西洋文明というものは、ヨーロッパのものが主体で、アメリカも、これにならっていた。フランス・イギリス・ドイツなど、小さな国土に生まれた伝統のある文化ゆえ、同じ小さな日本にも、うまく似合ったのである。ところが、④b 戦後のアメリカには、戦争による科学と機械の発達が、そのまま平和時代の文明として大きくひろがり、日本のみか、ヨーロッパも、「便利……」の一点を買い、その新奇なメカニズムに酔い痴れて※6しまった。⑤それが、よい悪いという段階は、もはや通りすぎてしまったといってよい。一個の動物にすぎぬ人間の肉体は、もう、どうにもやりきれなく※7なってきている。(池波正太郎『一升枡の度量』幻戯書房による)
Shall we compare this small island nation of Japan to a one-sho measuring box? It is indeed a small land that holds no more than one sho. After the war, into this small box was introduced a machine civilization born in vast countries capable of holding one or two to, engulfing both the land and the lives of the people, leaving them helpless. Aiming for economic growth, Japan harbored the overconfidence that two or three to could fit into a one-sho box, and forcibly crammed it in. Vehicles encroached upon the paths meant for humans, and people without garages to store vehicles began driving automobiles in large numbers. There is even a story of a young man who ran over and killed someone, and unable to pay compensation, his mother and grandmother threw themselves into a marsh to apologize to the victim's bereaved family. This is merely one example. Merely one, but this story "speaks volumes..." about modern Japan. If economic growth was an unavoidable path to take, they should have firmly kept in mind above all that a one-sho box can only hold one sho. Had they done so, they could have used the law as a weapon to significantly curb the collapse of the people's lives. Laws to protect the citizens should have been established before pursuing economic growth. The order was reversed. ④a Prewar Western civilization was centered on Europe, and America followed suit. Because it was a traditional culture born in small territories such as France, Britain, and Germany, it suited a similarly small Japan well. However, ④b in postwar America, the development of science and machinery brought about by the war expanded greatly as a peacetime civilization, and not only Japan but also Europe bought into the single aspect of "convenience..." and became intoxicated by its novel mechanisms. ⑤It can be said that we have already passed the stage of deciding whether this is good or bad.
