典型的な少子高齢化が進む過疎の町の話である。何もない町に宝物があった。それは「葉っぱ」だった。(注1)上勝町ではどこにでもある葉を料理に添える「(注2)妻」として全国の高級料亭などに売るというアイディアをビジネスに育てあげた。「妻」は料理を引き立てるためになくてはならないものである。町の高齢者などが毎朝パソコンでその日の相場を見て単価の高い葉を集めて市場に出している。今では高く売れる葉を採るためにわざわざ木を植えたり、温室まで造ったりしている。 これは1人の(注3)農協職員のアイディアとお婆さん達の協力が相まって年商2億5千万円のビジネスまでに成長したものである。今では320種類の葉を扱う株式会社に育った。驚いたことにお婆さん達の中には年収1000万円の人もいて、町は活性化し若者が帰ってくるようになった。孫に家をプレゼントしたなどという話もあるから馬鹿にできない。町では葉っぱビジネスの成功に刺激され、続々と(注4)第3セクターが立ち上げられ、今では5つの事業が展開されている。その全ての事業が黒字だそうである。日本中の第3セクターの事業が赤字で苦労していることを考えると驚くべきことである。「町を愛する心は町を変える」という標語の下、住民が知恵を出し合って取り組んだことで成功したのである。他の地域でも見習うべきであると思う。

This is the story of a remote town experiencing typical aging and declining birth rates. In a town with seemingly nothing, there was a treasure. It was "leaves" (Note 1). Kamikatsu Town turned the idea of selling leaves, which are found everywhere and used as "tsuika" (Note 2) to garnish dishes, into a business by selling them to high-end restaurants nationwide. "Tsuika" is an indispensable element that enhances the presentation of a dish. Elderly residents of the town check the day's market prices on their computers every morning and collect the highest-priced leaves to sell at the market.
Today, people go to the extent of planting trees and building greenhouses specifically to harvest leaves that sell for high prices. This is the result of an idea from one agricultural cooperative staff member (Note 3) combined with the cooperation of the grandmothers, which has grown into a business with an annual revenue of 250 million yen. It has now developed into a stock company handling 320 types of leaves. Surprisingly, some of the grandmothers earn an annual income of 10 million yen, revitalizing the town and encouraging young people to return.
There are even stories of gifting houses to grandchildren, so it cannot be dismissed. In the town, inspired by the success of the leaf business, third-sector organizations (Note 4) have been established one after another, and now five businesses are being operated. It is said that all of these businesses are profitable. This is remarkable, considering that third-sector businesses across Japan are generally struggling with deficits. The success was achieved through the collective wisdom and efforts of the residents under the slogan, 'Love for the town changes the town.'
