日本はコストが安いこととCO2排出が抑えられるという名目で原子力発電を推進してきたが、福島の原発事故後多くの人が(注)脱原発を望むようになった。しかし経済界には反対の声もある。脱原発が「電力の不足」、「電気料金の上昇」を引き起こし日本産業の国際競争力を弱め、景気が悪化すると言っている。確かに公表されている数字を見ると、1kWh当たりの発電費用は原子力4.8〜6.2円に対し水力8.2〜13.3円、風力10〜14円、石油10〜17.3円などと原子力が優位だ。しかし原発は事故の賠償金、廃炉にかかる費用、使用済み核燃料の保存費用も負担するので必ずしも安いとは言えない。さらに国から交付金として莫大な税金が投入されている。電気料金といえばそもそもその決め方に問題がある。日本では必要な費用に一定の利益を加えて算出する。費用がかかったら料金を上げることができる。これを変えるには電力会社の地域独占を止め、発電部門と送電部門を別会社にすればいい。電力料金は確実に下がる。この際、脱原発と電気産業全体の改革を推し進めたらどうだろうか。

To change this, the regional monopoly of power companies should be ended, and the power generation and transmission sectors should be separated into different companies. Electricity rates will definitely go down. On this occasion, why not push forward with the phase-out of nuclear power and the reform of the entire electricity industry?
