まず、温室効果ガスの削減目標について申し上げます。-中略-1990年比で言えば2020年までに25%削減を目指します。-中略-あらゆる政策を総動員して実現をめざしていく決意です。しかしながら、もちろん、我が国のみが高い削減目標を掲げても、気候変動を止めることはできません。世界のすべての主要国による、公平かつ実効性のある国際枠組みの構築が不可欠です。すべての主要国の参加による意欲的な目標の合意が、我が国の国際社会への約束の「前提」となります。 -中略-次に、気候変動の問題は地球規模の対応が必須であることから、途上国も、持続可能な発展と貧困の撲滅を目指す過程で、①共通だが差異のある責任の下、温室効果ガスの削減に努める必要があります。とりわけ温室効果ガスを多く排出している主要な途上諸国においては、その必要が大きいと思います。また、気候変動問題の解決のために、とりわけ脆弱な途上国や(注1)島嶼国の適応対策のために、大変大きな額の資金が必要とされており、それを戦略的に増やしていかなければなりません。我が国は、国際交渉の進展状況を注視しながら、これまでと同等以上の資金的、技術的な支援を行う用意があります。公的資金による途上国への資金や技術の移転は重要不可欠です。ただし、それだけでは途上国の資金需要を満たすことはできません。効果的に公的資金が使われる仕組みづくりと同時に、公的資金が民間投資の呼び水となる仕組みづくりについての検討を各国首脳と進めていきたいと考えています。途上国への支援について、以下のような原則が必要であると考えています。 第一に、我が国を含む先進国が、相当の新規で追加的な官民の資金で貢献することが必要です。第二に、途上国の排出削減について、とりわけ支援資金により実現される分について、測定可能、報告可能、検証可能な形での、国際的な認識を得るためのルールづくりが求められます。第三に、途上国への資金支援については、予測可能な形の、革新的なメカニズムの検討が必要です。そして、資金の使途の透明性および実効性を確保しつつ、国連の気候変動に関する枠組みの監督下で、世界中にある(注2)バイや(注3)マルチの資金についてのワンストップの情報提供やマッチングを促進する国際システムを設けるべきです。第四に、低炭素な技術の移転を促進するための方途について、知的所有権の保護と両立する枠組みを創ることを提唱します。私は、以上を「鳩山イニシアティブ」として国際社会に問うていきたいと考えております。-中略-※鳩山元総理大臣が2009年9月22日、国連気候変動首脳会合でした演説より
First, I would like to address the targets for reducing greenhouse gas emissions. -Omitted- Compared to 1990 levels, we aim to achieve a 25% reduction by 2020. -Omitted- We are determined to mobilize all policies to realize this goal. However, of course, even if our country alone sets a high reduction target, we cannot stop climate change. It is essential to build a fair and effective international framework involving all major countries in the world.
An agreement on ambitious targets through the participation of all major countries is a "prerequisite" for our country's commitment to the international community. - Omitted - Next, since addressing climate change requires a global response, developing countries must also strive to reduce greenhouse gas emissions in the process of pursuing sustainable development and poverty eradication, under the principle of common but differentiated responsibilities. In particular, I believe that major developing countries, which are significant emitters of greenhouse gases, have a greater need to do so.
Furthermore, a very large amount of funding is required to address climate change, particularly for adaptation measures in the most vulnerable developing countries and island nations (Note 1), and this funding must be strategically increased. While closely monitoring the progress of international negotiations, our country is prepared to provide financial and technical support equal to or greater than before. The transfer of funds and technology to developing countries through public financing is essential. However, this alone cannot meet the financial needs of developing countries.
In addition to building a framework for the effective use of public funds, we intend to continue discussions with national leaders on creating a mechanism whereby public funds serve as a catalyst for private investment. Regarding support for developing countries, we believe the following principles are necessary: First, developed countries, including our own, need to contribute with a substantial amount of new and additional public and private funds.
Second, rules are needed to gain international recognition for emission reductions in developing countries, particularly those achieved through support funds, in a measurable, reportable, and verifiable manner. Third, innovative mechanisms for financial support to developing countries need to be examined in a predictable form.
Furthermore, an international system should be established to facilitate one-stop information provision and matching for bilateral (Note 2) and multilateral (Note 3) funds worldwide, while ensuring the transparency and effectiveness of fund utilization under the supervision of the United Nations framework on climate change. Fourth, we propose creating a framework that promotes the transfer of low-carbon technologies in a manner compatible with the protection of intellectual property rights.
