教育については、①ぜひ実現するといいと思うアイディアを持っています。 それは、大学教育にかかる費用を金融機関が学生に貸し出した際、その債務(注1)の保証を国がするという制度です。要するに、銀行の教育ローンの国家保証制度。もちろん銀行の教育ローンそのものは今でもありますが、これを国家保証にすることがポイント(注2)です。 すなわち、銀行にとってはノーリスク(注3)。貸出しをした学生が将来個人破産したり、ローン返済(注4)前に死亡したりしても、国が債務を保証してくれるなら積極的にローンを貸し出しますね。 学生の親にも大いにメリットがあります。子どもの教育費負担の中でも、最後の大学は非常に重荷です。2~3人の子どもを持った場合、40代、50代となった親に教育費負担が重くのしかかってきます。それを、もう親は払わず、子どもが払うことを当たり前にするのです。 親が学費の面倒を見るのは高校まで。大学からは子ども自身が銀行から借りて、卒業後に自分で稼いで返済する、というのが当たり前になれば、親の金銭的、心 理的負担は解消されます。そうすれば、もう1人2人産んでみようか、という人も増えるかもしれません。少子化対策にもなりますよ。 私は10年前から明治大学で教えていますが、勤労学生(注5)の方が総じて授業に熱心です。なぜならコスト意識がはっきりしているから。 大学の費用はすべて親が負担しているのが、今の日本の大学生の一般です。しかしその状況は、親は金銭的につらいのに、肝心の(注6)子どもはコスト意識が薄いという問題を抱えています。苦労して歯を食いしばって子どもを大学に出しながら、実は②子どもをダメにしているかもしれないのです。 もし学生が自分でお金を払っている意識を持てば、授業への参加率も上がり、元を取ろうとするでしょう。不真面目な教員には文句を言うようにもなります。授業の「単価」を計算して、それに見合った成果(注7)を上げようと努力し始めるでしょう。 自分で授業料を払うようになれば、2割から3割くらい、もっと熱心に授業に取り組むようになるのではないでしょうか。 学生は、両親がお金持ちかどうかにかかわらず、試験で良い成績を修めさえすれば、お金の心配もなく、質の高い教育を受ける機会を持てるのです。家が貧乏(注8)で授業料が払えないから大学に行けない、なんてことはなくなります。
Regarding education, I have ① an idea that I would definitely like to see realized. It is a system in which the state guarantees the debt (Note 1) when financial institutions lend funds to students for university education costs. In short, a state guarantee system for bank educational loans. Of course, bank educational loans themselves exist even now, but the key point (Note 2) is to make them state-guaranteed. There are also great benefits for students' parents. Among the burdens of children's education costs, the final stage of university is an extremely heavy burden. Having two or three children places a heavy burden of educational expenses on parents in their 40s and 50s. We should make it the norm that parents no longer pay for it, but the children pay for it themselves. Parents take care of tuition only up to high school. From university onward, if it becomes natural for children themselves to borrow from banks and pay back with their own earnings after graduation, the financial and psychological burden on parents will be relieved. If so, more people might think about having one or two more children. It could also serve as a countermeasure against the declining birthrate. I have been teaching at Meiji University for 10 years, and working students (Note 5) are generally more enthusiastic about classes. That is because they have a clear awareness of cost. Currently in Japan, it is typical for university students to have all their costs borne by their parents. However, this situation poses a problem: while parents struggle financially, the crucial (Note 6) children themselves have a weak awareness of cost. While enduring hardships and clenching their teeth to send their children to college, they might actually be ② ruining their children. If students have the awareness that they are paying the money themselves, class attendance rates will rise, and they will try to get their money's worth. They will also start complaining to irresponsible instructors. They will calculate the 'unit price' of a class and start making efforts to achieve results (Note 7) commensurate with it. If they pay their own tuition, I believe they will engage in classes about 20% to 30% more enthusiastically. Regardless of whether their parents are wealthy or not, as long as students achieve good grades on exams, they will have the opportunity to receive high-quality education without worrying about money. Situations where someone cannot go to university because their family is poor (Note 8) and cannot pay tuition will disappear.
