いつも疑問に思うことがある。①誰もが「日本」や「日本経済」を問題にすると、それはどうしてなのだろう、ということだ。テレビの討論番組などでも、雑誌や新聞の特集でも、問題とされ、議論の中心となるのはたいてい「日本」だ。日本はどうすればいいのか、日本は元気になるために何が必要なのか、日本経済の再生のためには何が足りないのか……。 日本は変わらなければならない、というようなことを言う人を見るたびに、「どうやって変えると言うんだ、そんなことを言う前に②お前が変われ」と思う。活力やビジョン（注1）を失っているのは、一人一人の個別の人間であり、企業であり、自治体や地域ではないのか。たとえばわたしの故郷の佐世保市や長崎県は、七〇年代から続く造船不況の影響もあって、帰郷するたびに寂れていくのがわかる。 だが、「佐世保市や長崎県の経済をどうやって再生するのか」とは誰も問わない。造船業をどうやって再生するかという議論も見たことがない。個別の企業、たとえばダイエーのように巨大な有利子負債を抱えた企業をどうやって再生すればいいのか、答えを示すエコノミスト（注２）はいない。産業の問題だけではない。たとえば教育でも、荒廃しきっている個別の学校やクラスのことは具体的に問題になることがない。ナイフを出して向かってくる児童生徒に対しては自衛のための暴力が許されるのかどうか、そういった議論もない。 「日本」の問題は解決すれば、個人の問題も、個別の企業の問題も、個別の自治体の問題も解決するのだろうか。長崎県やダイエーの経済的再生よりも、「日本」の経済的再生のほうが簡単のだろうか。

There is something I always wonder about. ①Why is it that whenever people make an issue out of "Japan" or the "Japanese economy," it becomes such a major concern? On TV debate programs, or in special features in magazines and newspapers, what is brought up as a problem and forms the center of discussion is almost always "Japan." What should Japan do? What is needed for Japan to regain its vitality? What is lacking for the revival of the Japanese economy...? Every time I see someone saying things like "Japan must change," I think, "How exactly do you plan to change it? Before saying such a thing, ②you change yourself." Isn't it individual people, companies, municipalities, and local regions that have lost their vitality and vision (Note 1)? For instance, my hometown of Sasebo City and Nagasaki Prefecture have been affected by the shipbuilding recession continuing since the 1970s, and every time I return home, I can see them declining.
However, nobody asks, "How can we revitalize the economy of Sasebo City or Nagasaki Prefecture?" I have never seen a debate on how to revitalize the shipbuilding industry, either. No economist (Note 2) provides an answer on how to revitalize individual companies, such as Daiei, which carries a huge amount of interest-bearing debt. It is not just a problem of industry. For example, in education too, specific schools or classes that are completely ruined are never specifically brought up as an issue. There are no discussions about whether self-defense violence is permissible against students coming at someone with a knife.
If the problems of "Japan" are solved, will the problems of individuals, individual companies, and individual municipalities also be solved? Is the economic revitalization of "Japan" easier than the economic revitalization of Nagasaki Prefecture or Daiei?
